After the meeting was over, I passed on to new orders regarding changes in Business Laws. And slack in Military Act was removed until all operations are completed.

Organizations, from now on divided into two categories, Internal Organizations & External Organizations. Internal Organizations were owned and controlled by members of the Empire and External Organizations not.

The new change in the laws required any trade carried out by the Internal Organizations in credits. And any trade carried out by the External Organizations will be carried out as they like but every transaction will be monitored and taxed by the Ministry of Commerce.

In any Internal Organization, there would be a group of the member from Ministry all the time. Their job is to write down a report on all resources exchanged in and out by the Organizations, number of Employes, their payment, and other related affairs. Every month, this group of members will be replaced with another. Similarly, all External Organization will have a member of the Ministry of Commerce, but his job is to report on all transactions and if any kingdom law is being violated, nothing more.

Slave business was banded and the remaining slaves in the Kingdom will be under the protection of the Ministry of Human Resources. As the number of workers was reduced by this law by a lot, I assured the House Masters, the numbers of workers will not reduce but the wages will rise a bit, with a few restrictions.

Slaves will be first treated for physical and mental illness and after that, they will be educated their basic rights, trained in skills they are already familiar with. After that, they can work as an Employed Worker.

After it was done, I began my plan to control every staff of the Sectors, every single one of them, either by bribery or threats. It was a 15-day operation. My aim was to get them to take the spirit oath to abide by Kingdom rules and regulations, nothing more. And do the same for any disciples they have.

It might seem not worthy, but indirectly, their duty has diverted from the sector development and themselves to Kingdoms' development. Spiritual oath is a tricky business, though it cannot be said the ultimate binding. But the moment one slips up, others will carry out what is necessary.

Going through the operation, we had to kill a few Masters, but it was regrettable but worth it. That's what I kept saying to myself. Leaving a tumor growing inside a kingdom will result in even more bloodshed later. So, it's better this way. After the completion of the operation, few of the key positions were left in some sectors. To overcome this situation, the Military Commander advised to let the retired Military Commanders take over the places. I was also in favor, so I made some calls and it was done.

The next thing was the reformation of the Sectors, in accordance with the new Governing System. So, every sector was merged into two ministries, the Ministry of Higher Education and the Ministry of Internal Security. And thus, we gained a huge boost in Kingdom Security.

By this time, the Military Commander has consulted with the Emperor regarding the traitors among royal families. These royal family traitors were captured and moved from the Kingdom to prison at Ancestral Islands. Aside from them, all other traitors were either captured or killed. Some tried to hide but with Divine Orbs and Network establishment, every single one of them was rooted out.
