The next few days, Luke spent on creating various bodied needed to govern his nation.

First, he created a legislation body to create all the necessary laws and paperwork, and add them to Phillip's database.

Next he created a court of law, with the laws based on the rules he created. Naturally, he only made a few outlines on the laws leaving it to his subordinates to ponder over, just adding 2 very important rules that Merlin himself is above the law, and no one else is, as well as the fact that Merlin can change the laws at any time he wants.

This was a very vital part of the nation, else he might not be able to take over during emergencies or other times.

Naturally, he could dimply instruct Phillip to change the laws, and they would change since everything was controlled by Phillip.

After the court, he create a government system, starting off with himself as leader, and Phillip as a secondary leader, as well as Sean, Jack, and Alex as secondary leaders of one level lower than Phillip. The rest of the positions were mostly filled with either those he had soul contracts with, or those he trusted immensely.

He also went ahead and create many other systems within Phillip to cope with the increased number of tasks he would have to control. Almost all of the nation would be run by Phillip, with only the bare minimum of human interference there in the form of judicial court and government.

With all such tasks out of the way, Merlin went ahead and began upgrading Phillip. His Magic runes had evolved twice into Archive, opening so many options that Merlin was just itching to try them.

The first thing he did to Phillip was to engrave basic rules into the core of it's artificial being. Something that could never be undone even if it gained complete sentience.

The rules were simple.

"Phillip is to follow every order given by Merlin"

The first rule was followed by an indescribable symbol, similar to the one he had seen on the cage in his mind.

Merlin did not quite understand it fully, but from what little he had gleamed from it, this symbol eliminated any other possibility and exceptions within a contract, be it verbal or physical. It also gave Merlin and only Merlin a failsafe into Phillip's core. Some more rules were added. After the first one, with the same strange and illusive symbol at the end of each.

All of these precautions were necessary, since what Merlin was attempting to do was incredibly dangerous if they were not in place.

He closed himself off from the world for another week, before he finally completed it.

It then went on to suggest a name which Merlin accepted without thinking much about it.
