At the end of October 1796, Tsar Mikhail II summoned Admiral Alexander and the commanders of the four fleets of the navy in Mosk.

At present, the Imperial Navy of Tsarist Russia is divided into the Northern Fleet, the Baltic Fleet, the Black Sea Fleet and the Pacific Fleet.

It’s just that the current naval strength of the Tsarist Empire is not strong. After distributing these warships to four fleets, the strength of each fleet will naturally be weaker.

There is no way around this, although the Russian Empire had an extremely long coastline. However, there is a lack of ice-free harbors. In particular, the long coastline bordering the Arctic Ocean in the north can be used as a military port. That is, because Murmansk is not frozen all year round because of the warm North Atlantic current, which is suitable for warships to dock.

Other ports, whether on the Baltic coast or on the Pacific coast, have freeze periods.

In the northern part of the Baltic Sea, there is a long freezing period every year. This made the Baltic Fleet of the Russian Imperial Navy have to leave every winter and go to Murmansk for the winter.

And Vladivostok, the home port of the Pacific Fleet, also has a freezing period. Fortunately, the ice is not thick, and in the case of using an icebreaker, it is possible to sail. But in this case, it is too troublesome. This is also why the Russian Empire expanded in the Far East and seized the Kwantung State.

As for the Black Sea Fleet, although the Black Sea coast will not freeze, Sevastopol is also an excellent naval base. But the point is that the Black Sea is almost a closed inland sea. The previously signed Treaty of the Fog Capital stipulated that warships of the Russian Empire could not pass through the Dardanelles and Bosphorus. It can be said that the Black Sea Fleet is blocked in the Black Sea.

From these aspects, it is very difficult for the navy of the Russian Empire to develop strong, and the naval base alone is very difficult.

Vice Admiral Rozhdestvinsky, commander of the Northern Fleet, Vice Admiral Foksam, commander of the Baltic Fleet, Vice Admiral Makarov, commander of the Black Sea Fleet, and Vice Admiral Alekseev, commander of the Pacific Fleet, all attended the meeting.

At present, the main warships of the Tsarist Imperial Navy mainly include ten ironclads, as well as 16 former dreadnoughts and 8 armored cruisers, as well as one cruiser and so on.

Such naval strength, for the time being, is already very good.

However, in Mikhail’s eyes, these warships are all old warships. Even in this day and age, this is not such an advanced battleship, let alone a few years from now.

In another time and space, Nicholas II had the intention to vigorously develop the navy, and also built a large number of former dreadnoughts and armored cruisers.

But unfortunately, these warships with poor performance were lost in the naval battle with the Eastern Empire a few years later. Either it was sunk by the Orientals, or it was captured by the Orientals, which is simply a shame for the Russian Empire!

Therefore, Mikhail’s first order to the navy after taking the throne was to temporarily suspend all shipbuilding plans of the navy. Those warships that have already been launched can be outfitted and put into service when completed. The other warships were all canceled.

In Mikhail’s view, instead of wasting a lot of resources and financial resources to build these backward warships, it is better to stop for a while, first improve the construction technology, and then gradually build truly advanced warships.

In this way, it will not only increase the strength of the Tsarist Imperial Navy. At the same time, it can win the crucial naval battle of the future.

Of course, the Russian Empire was always a continental country, and the army and the enemy faced on land came first. Naval words, to put a slightly secondary position.

After the Russian Empire had to dominate Europe on land, it would then be able to compete for hegemony with the Empire that never sets, and even the lighthouse countries on the other side of the ocean. Only then will the Navy be able to come in handy.

After all, the enemies that the Russian Empire faced on land, including the Germanic Empire, Austria-Hungary and even the Ottoman Empire, were considered army powers.

In particular, the Germanic Empire is known as the first army in the world.

If the Russian Empire wanted to dominate Europe, it must first defeat the Germanic Empire. The rest is something that needs to be considered later.

The task of the Russian Imperial Navy was to defeat the Imperial Navy of the East Ocean in the next naval battle and maintain the suppression of the Imperial Navy of the Eastern Ocean.

As for challenging the maritime hegemony and becoming a top naval power, let’s wait until the Russian Empire dominates Europe first.

It is precisely for this goal that the next shipbuilding plan of the Russian Empire needs to be adjusted.

“Gentlemen, you are all pillars of the Imperial Navy. However, according to the current series of problems faced by the Imperial Navy, as well as the actual situation encountered. I plan to strengthen the construction of the Northern Fleet and the Black Sea Fleet among the four major fleets of the Imperial Navy. The Baltic Fleet and the Pacific Fleet were converted into coastal defense fleets! Mikhail said to the admirals.
