New Emperor Of Ghouls

*At night.*

The night sky signalled to ground-dweller that it was time to go rest. For most, they slept without having loud noise interrupting them. For any being within a kilometre radius of the main villages, sleep wasn't an option.

Massive campfires were built everywhere and music was played all over the place. Both ghouls and Hong tribesmen danced around fires, not caring about the pitiful flames incapable of burning them.

Alcohol taken from Haven city and food made by a group of Ghoul women was available to everyone while they celebrated.

An Ming was huddled between two female ghouls his age.

Wu Lin sat in front of the large campfire with Jian Nan Nan leaning onto his shoulder.

The music died down slowly and everyone quickened themselves as all their attention was drawn towards the emperor.

He didn't stand on any platform, instead he sat on a tree long embedded into the ground surrounded by children who listened in to his words with undivided attention. His eyes were gentle and his hand travelled through the hair of his daughter, who sat in on one of the legs. His other hand was holding Xiao Huang in place, so he doesn't fall off.

Surprisingly, what came out his voice was a song. While he didn't have a singing voice, his voice had a huskiness to it that made his voice nice to listen to, like a soothing vibration in the ears.

What he sang was a very famous song in the old empire. The song was taught to everyone at a young age, who they would hear it from the bars, inns and all kinds of places of entertainment. It spoke of the struggles they had to go through to make it to share they were, it spoke of the hard times they were currently weathering as a united race and it spoke of the future difficulties awaiting them as they continued to strive.

Ghouls who knew how to play, played along to the song because they knew how to. Other ghouls sang along to the lyrics to the song because they knew it.

It was that same day, where the ghouls truly understood the lyrics and became more united because of it.

The next day Zhong Yi went over to the origin and a system up appeared within his eyesight.

A large, bulky figure appeared on the origin. Despite his size, he carried a refined and cultured aura around him, normally found in scholars.

He seemed slightly disoriented. After coming to his senses, got down onto one knee and paid his respects to Zhong Yi.

"Your majesty."

The Sacred Ghoul Emperor nodded and pulled open the historical figures stats page.

Zhong Yi recovered from his shock quickly and then laughed at how fortunate they are.

After the meeting, he realised the Empire didn't have anyone who had any experience in teaching or had any experience other than occasionally helping other people in teaching.

What he wanted was an effective curriculum to teach the younger generation and who better to come up with it than the man who is taught and was an adviser for Zhong Yi's great-grandfather, grandfather and father.

Chen Tai was a legend himself.

He travelled the world when he was young, visited ancient sights, studied ancient lore and raised ancient tombs. He studied the different cultures and their histories.

When he returned from his travels, he settled down and became a teacher, his extraordinary knowledge on most things led him to become an adviser for Zhong Yi's great great grandfather, who made him his son's teacher.

It was said because of his expertise, the empire learned from pat mistakes and managed to avoid a lot of the mishaps from looking at the history of other races and nations, under each emperor after Zhong Yi's great great grandfather.

He passed away from old age during the beginning of Zhong Yi's father's reign, but the man was well respected and taught many figures who became powerful people later on.

Now that same legend was bowing and address him as his majesty.

Trying his best to keep a nonchalant attitude.

"Rise Chen Tai. There is much to discuss and much work for someone of your capability"

Chen Tai chucked. His piercing, aged eyes saw through Zhong Yi in a heartbeat. "Yes, your majesty"

As mentioned in the meeting, things needed to be changed and Zhong Yi made sure they were happening. People were no longer idle, everyone found themselves doing work and it was a change they were happy with.

9 departments of the Sacred Ghoul Empire were born on that day.

The Construction Department was in charge of the construction and maintenance of everything within the empire. The director of the department was Chan Buhao.

He was recommended by Minister Cheng because of his eagerness to learn and adapt.

The Residential Management Department was led by a woman called Lin Qiao. This department was in charge of registering the population and keeping track of it, with a comprehensive census register.

Huang Long was in charge of the research and development department, and they were responsible for the research and development of tasks.

The Agriculture Department director was Song Buhao. Minister Cheng had taught him specifically for roles in agricultural management and Zhong Yi saw no reason to say no when no others wanted to. This department was responsible for collecting 10% of food made by farmers and other agricultural stuff.

Ha Gong was the director of the equipment department. As he was the first blacksmith to be summoned, Zhong Yi felt it would be suitable to have him lead the department responsible for the making and repairing of military equipment.

The Medicine Department was led by Wen Yue. She was also one of the first to be summoned into the village and showed enough strong leadership qualities. As the name suggests, this department would.be responsible for creating medicine and helping the injured.

The Internal Affair Department would handle the various matters within the territory. It would be managed by Cheng Jianguo who was suitable for the role because he used to be the prime minister of the old Sacred Ghoul Empire.

The Military Department overseeing all military matters, would be under Cheng Jian Jun's leadership. Once the department developed more on the logistical side, he would be able to return to the field as General once more.

The Department of Education, who oversaw all matter involving education, would have Chen Tai as its director. His history spoke for itself and having him in charge of the department put Zhong Yi at ease.
