Chapter 46 - 46-Major reform plans

"We have provoked this shield." An Ming voice cut down any room for argument from Wu Lin. "If it is as Minister Cheng theorised, then we have to believe that the goblins have access to teleportation and could attack us at any given moment."

"While it is super likely, there isn't much we can do other than up our already 1000 strong search party. Our lack of population is a problem. We shall focus on the here and now.

We need to adjust our mindset.

Attacking other regions and races are important and defending our territory is even more so. But, we cannot keep this up when there is hardly any kind of organisation in the territory. There are hardly any jobs other than farming, blacksmiths, tailoring, alchemist or the military. The children play ALL day and are only taught as much as their parents know.

The Sacred Ghoul Emperor looked each one of them in the eyes and saw the misplaced guilt in them.

"This is not your fault though." A sigh escaped from his mouth as he leaned back into the chair. "It is mine."

"No your majesty, if anything it is mine. I should've mentioned it!"

"It is my fault, your majesty. If only I was more capable!"

"It could never be your fault, your majesty. It is mine!"

Simultaneously, an outcry followed the emperor's statement. They couldn't let their emperor take the blame for such a massive blunder. Each trying to be louder than the other

"I will not sit here and listen to who thinks it's their fault. Construction, residential management, research and development, agriculture, education, equipment, Medicine, internal affairs need to be covered as well as a few others things." After his words, he looked over to both older generals and the minister.

Silence ensued.

Zhong Yi already had an idea in mind which he could put forward and everyone would follow. But, he wanted to have them think they played a more important role in making the foundation of the new empire.

"Wouldn't it be better to have each of them as a separate department like back in the old empire." Started Minister Cheng. When he saw the nod of approval, he knew his majesty was of the same mind.

"Each one would be led by a director, and they would have full responsibilities over their respective roles and the more important ones would be brought forward to his majesty."

The military personnel in the room kept their mouths closed even when the discussion was opened to them.

They understood what their roles were and this discussion was for Minister Cheng. Most meetings were for the military in the past, the sparkle in Minster Cheng's eyes showed how excited he was about this.

"A school will need to be opened up for the children to learn. Because it will be the first academy in this growing empire, it will be named after it.

Plus, the restructuring of this town and every other one to suit the needs and future needs of our people. This means sewage systems, public baths, better walls." As he continued to speak, he became more passionate with each word.

"Minister Cheng, you will need to let a couple of people shadow you. Some summoned Ghouls should be officials, or used to be. Hire them. I have a few individuals in mind for who should be taking director roles, and if any of you have recommendations for people who can take up the different jobs, do not hesitate to tell me." He surveyed the room with his deep purple eyes.

"Overall, I want the quality of life for my people, your people, OUR people to improve."

"Even my Hong tribe?" Chieftain Hong's uncertain voice carried itself across the hall. Hong Shen lowered his head as if knowing what to expect.

"The Hong tribe are my people, there should be no wall between us expect the region border." Their surprised eyes confused him. Did they think he wouldn't?

"We had other races other than Ghouls in the Sacred Ghoul council, and we will have it here as well. I see no need to not let them in, if they are as trustworthy as the Hong tribe is."

"But the gobl…"

"Each one of those little green savages will know the consequences of kidnapping a royal princess of the Sacred Ghoul Empire. They will feel tenfold for kidnapping my daughter." The fury in his voice once again silenced everyone in the hall.

"From mother to child. Father to son. Elder to soldier. Every single one of them will be slaughtered in their homes while they are defenceless."

Once Zhong Yi said this part, everyone lowered their heads to hide their pitying gazes. They now knew it was more than just the princess being kidnapped. Even though hidden most of the time, his majesty was still grieving over the loss of family and friends. Watching first-hand the slaughter of your entire race and not being able to do anything about would tear apart anybody.

His majesty was strong-minded, but even something like that, bottled up, would destroy them. What better way to relieve it than the extermination of an entire race.

They could only feel sorry for the goblins who happened to be in the wrong place at the wrong time.

The princess was a major help as well, who knew which time the emperor would've snapped. Her rather convenient arrival helped his majesty cope.

"Everyone here is considered the 'higher ups' of the empire, so you should find out about it from me" Zhong Yi's words raised everyone curiosity.

"As most already know, Feng Chen was the captain of my shadow guard. He was a Ghoul with potential and a sharp mind. So I sent him and the rest of my guard on a long mission."

Gasps echoed throughout the hall as everyone became shocked,

"I sent them on a mission to infiltrate human territory and set up an information network, for when we are able to make contact with them successfully." At his words, everyone looked at each other knowing how beneficial it would be if it worked.

"But your majesty, you no longer have a shadow guard." An Ming's voice of reason struck once more making everyone else realise that crucial fact.

"I still do, my shadow guard is now protecting my assets in foreign territory." A threatening smile grew on their king's face begging them to question him once more and see what happens.

"Now, Before any of these departments are implemented, a celebration is in place for the efforts of the soldiers. Some cannot celebrate with us because of their duties, we shall celebrate for them."

Instantly, cheers erupted within the hall from everyone.
